Passed in 1987, this Act ensures educational rights and protections for homeless children.
Extended and amended the Promoting Safe and Stable Families program, provided new authority to support programs for mentoring children of incarcerated parents, and amended the Foster Care Independent Living program under title IV-E to provide for educational and training vouchers for youth aging out of foster care.
This Act allowed foster kids to become independent at age 18. The act also doubled the amount of government money that goes towards independent living program costs.
This Act amended part E of title IV of the Social Security Act to allow foster care maintenance payments to be paid on behalf of eligible children through a nonprofit or for-profit child-placement or child care agency. The Act removed the word “nonprofit” throughtout Title IV-E to allow the same laws to apply to for-profit organizations.
